Delivery Methods

Design Build

DesignBuildThe Design-Build project delivery method provides the project owner with a single point of contact, known as the design builder, and combines the contractor and designers under one contract to minimize risks for the project owner, and to reduce the length of delivery by overlapping the design phase and construction phase of a project. The budget is developed concurrently with design at the earliest stages giving the owner multiple design options, along with cost estimates early in the process, optimizing potential to create a greater value to the owner.

Soltek has successfully completed nearly 100 projects over the past ten years using the design-build delivery system, with a combined value exceeding $600 million dollars. This vast experience not only makes us well qualified to tackle any project, but also provides us with a proven method allowing us to successfully accomplish all aspects of a project’s work.

General Contracting

generalcontractingGeneral Contracting is, quite simply, where a firm is contracted as the overall builder for a construction project. Under the General Contracting delivery system, the owner contracts separately for the design and construction of the project and retains responsibility for the overall project management. The design of the project is complete before the contractor is selected, and the contractor is selected through a competitive low bid process. This traditional delivery method has been used for many years in both public and private construction projects throughout the United States. Although many alternatives have emerged, General Contracting is still the project delivery system most widely used in the United States today. Soltek has been a leading General Contractor in the Western United States since 1974, providing accurate, competitive estimating and experienced project management and is known for fair treatment of subcontractor and suppliers.

CM At Risk

CMat RiskThe CM at-Risk delivery method utilizes the construction contractor as a consultant to the owner during the preconstruction design phase. The contractor works in tandem with the owner and architect to help develop a budget and a set of construction documents that will be used during construction. During the construction phase, the contractor in a CM at-Risk relationship bears the risk of subcontracting the construction work to trade subcontractors and often guaranteeing the completion of the project within a maximum price established during the design phase. The benefit of the CM at-Risk method over traditional Bid-Build is the involvement of the contractor in the preconstruction phase to help establish a budget and schedule that can be used during construction. Soltek has overseen the work effort of numerous projects as a CM at-Risk for several different clients. Our CM at-Risk services on these projects included the review and evaluation of the design professionals’ construction documents, schedule management, cost management, development and evaluation of scopes of work, analysis and recommendations of contracting methodology, assembly of bid packages, prime contractors’ acquisition and management, estimates of probable construction cost, validation of value engineering scope and estimates, quality control, administration of construction contracts as agent for the owner, and incidental administrative services required to facilitate project completion.

CM Multi Prime

CMMultiPrimeThe CM Multi-Prime delivery method involves the owner contracting separately and directly with each prime contractor on a project. The individual prime contractors are then responsible only for the work covered in their particular scope of work, but are not responsible for the entire project. Often, to assist in coordinating these Multi-Prime contracts, an owner will employ the services of an experienced construction manager. In the Multi-Prime Delivery Method, Soltek, acting as construction manager, serves as the owner’s representative and provides comprehensive management services. Compared to traditional Design-Bid-Build, this delivery method significantly changes the prime trade contractors’ relationship with the owner in that they contract directly with the owner rather than under a general contractor. This allows the owner to choose the construction management service provider by professional qualifications-based selection, rather than a “low bid” as would be the case for selecting a general contractor.

Design Assist

design assistThe Design Assist project delivery method is a collaborative team-oriented process which capitalizes on the benefits of early engagement of both design and construction professionals, allowing them to utilize their areas of expertise to work as a team during the design phase. This method allows the team to detect and resolve design challenges and constructability issues long before actual construction. The reduction of design discrepancies and lower costs associated with making changes in the design phase rather than during construction greatly reduces the design related RFI’s during the construction process and provides greater value and efficiency to the owner.

Under the Design-Assist delivery format, Soltek will be able to assist the owner’s architect with the design of the plans and specifications allowing for early coordination, producing improved value and efficiency.

IPD

IPDIn years past, the construction process has had a distinctly linear organization with the owner relaying information to the architect, who would develop the design concepts which were then refined by the various engineering disciplines. Once the final design was complete, the project would be put out for bids and ultimately constructed by a contractor. This system often created conflicting incentives between the architect and contractor, with the architect’s sole concern being aesthetics regardless of budget, and the contractors concern being budget regardless of building form or function.

To facilitate a more productive and useful building process, Soltek has sought to implement an Integrated Project Delivery (IPD) system. The IPD system uses a three-pronged platform with the owner, architect and contractor each occupying a space as they act together from the earliest stages of design to construction closeout. This system allows all the major entities of a project to be brought on board together so that the owner stays very involved and informed during the design process and into construction.

Professional Services

BIM

Soltek has been at the forefront of utilizing Building Information Model (BIM) as part of the IPD process to help implement the spatial representation of a building’s design. BIM has played a valuable role in Soltek’s IPD process by enhancing communication between parties in the architectural, engineering, and construction industries. Using BIM, digital images are created to precisely depict nearly every aspect of the construction project and to simulate real-world performance and operation of a facility. These digital images allow every discipline to be informed and aware of the others, minimizing conflicts and change orders.

Soltek employs licensed in-house architects, project engineers, project managers, and field superintendents who are all well versed in Revit and NaviWorks. Soltek’s in house BIM team has the ability to work at all levels of design and construction. Our process allows for full integration with our Designers, Estimators, Project Managers, Subcontractors and field Superintendents to attain the full benefit of the program’s capabilities.

Construction

Unlike some construction companies that only serve a managerial role, Soltek is a builder and very proud of the accumulated knowledge and skill that we bring to every project. Since its inception, Soltek has focused on hiring master craftsmen who take pride in their work and finished product as well as training the younger generation to pass on a life time of accumulated wisdom. This pairing of the enthusiastic youth with the master craftsmen has provided Soltek with a consistent level of quality that our clients have come to rely on year after year.

Whether it is a new school facility or a historic renovation, Soltek staffs each job with a cadre of capable and experienced personnel that bring a dedication to quality and a pride of workmanship. In addition to craftsmanship, the Soltek Team also provide exceptional services which include: Scheduling; Self-performance of concrete; Quality control; Safety management; LEED project registration; Sustainability audits; Construction waste management; Subcontractor management; Status reporting; Minority mentoring

In House Professionals

 

Soltek retains a vast resource of competent in-house personnel with prior project experience as Project Managers, allowing Soltek to provide owners with exceptional services to successfully manage and maintain the quality of their construction project. This staff includes several professionals who can be relied upon for preconstruction and construction services, including several registered Architects, one of whom serves as our in-house Building Information Modeling (BIM) coordinator. Our in-house architects help conduct constructability reviews of construction drawings and specifications, as well as offer design support and service for new turnkey projects.

Soltek also employs a Civil Engineer, a fulltime Scheduler, a Certified Professional in Erosion and Sediment Control (CPESC) who ensures compliance with State and Federal storm water control measures, and seven LEED accredited professionals who interface with project team members to optimize sustainable design. Virtually every member of this core group of employees has relevant experience in construction management methodologies including the establishment of bid packaging for design-build projects, value engineering, design analysis and coordination, quality control review, schedule analysis, budget establishment and review, conflict resolution, and risk assessment.

Preconstruction

Soltek’s experience as a premier builder has taught us that the ability to influence the final cost is greater during the Preconstruction Phase than the Construction Phase, and we have therefore implemented a process to allow us to contribute and help manage the budget for the project throughout the Preconstruction Phase. Our implementation of budget management includes a cost-conscious approach emphasized by our team as the design progresses, starting with the initial concept and continuing through the final Design phases. Value engineering is an effective means for achieving cost savings in such circumstances without affecting a project’s size and program. Throughout a project, Soltek’s team also reviews drawing details, materials, and specifications to ensure that they are clear and constructible. Additionally, to obtain competitive pricing, our entire team collaborates prior to finalizing the project specifications to ensure that products, materials, and equipment are not proprietary, and can be supplied or constructed by many vendors and contractors.

The involvement of Soltek’s construction professionals during Preconstruction phase ensures that decisions made during project planning are properly implemented in the field.

Soltek endeavors to construct all our projects in the most environmentally sensitive, yet cost-effective manner possible. Our efforts begin in the earliest planning stages of a project with our selection of energy conserving building systems, products, and materials. As the project progresses, we will have the opportunity to further demonstrate this commitment in the areas of recycling and waste management during the construction operations. Upon completion of the project, the customer will enjoy inherent benefits for the lifetime of the facility in terms of built-in energy and resource efficiency. Where feasible and where quality will not be compromised, Soltek will incorporate products produced from environmentally sensitive (green) materials. Attention will also be given to minimizing environmentally harmful emissions while we construct the facility. General Info

  1. By submitting a bid, the Subcontractor represents that the bid is fully responsive to the Owner’s Instructions to Bidders, General and Special Conditions, and any other requirements of the Owner unless the requirement is specific to a portion of the work not being bid by the Subcontractor.
  2. By submitting a bid, the Subcontractor represents that the bid will remain open for acceptance for the same period specified by the Owner for acceptance of SPC’s bid, the Owner’s payment terms to SPC are applicable to the payments to Subcontractor, and Subcontractor will provide SPC with the same indemnity and insurance requirements SPC is required to provide the Owner.
  3. Execution of Soltek Pacific Construction’s standard Subcontract is required of all successful subcontract bidders. Subcontractor bid conditions or terms which are inconsistent with the SPC standard Subcontract shall be void.
  4. SPC’s standard Subcontract is available for review on its web-site (intranet.soltekpacific.com) and at its Home Office (2424 Congress St., San Diego, Calif.) during regular business hours (8:00 a.m – 5:00 p.m). By submitting a bid, the Subcontractor represents that it has reviewed the standard Subcontract and consents to its use without modification and agrees to execute SPC’s standard Subcontract if awarded by SPC. Any listing of Subcontractor pursuant to Public Contract Code sections 4100 et seq. is expressly contingent upon Subcontractor’s acceptance of SPC’s standard Subcontract.
